Under the pretext of necessary animal testing, Whitlock is illegally developing chemicals for biological warfare. Top CIA agents Lomax and Santino are tasked with investigating the mysterious machinations Whitlock has planned to take over the world. At the same time, a group of fanatical animal rights activists decides to free the tortured animals from the laboratory.
